hackers rejoining the server

it appears that there is a way for a hacker to get back on the server after they got banned...
not sure how but it appears they change their STEAM ID or something :p
however that works...
maybe there is a plugin for this...
I've banned the same player nearly 10 times today (within 1 hour) and always permanent ban
that one craig guy (which you knew had always been hacking and we(truth and I) banned), he told me this some time ago (whatever it means):

woensdag 21 januari 2009 (woensdag = wednesday in dutch xD)
13:06 - craig ^: look wat server im on
13:06 - craig ^: got yur rcon and everythink
13:06 - craig ^: i changed it but forgot it
=> have no idea what he meant but apparently he wants to tell me he's on the server I banned him from

what can we do about this, cause if anyone can do that there's ofcourse no need to put your time into banning someone...

he is trying to say he has our rcon password so he can change things on our server which is bull shit lol.

Seems like the ban plugin is messing up again, I'll have a look and see whats what.
